I tried to do like they wrote in EVE-NG website but i got "no bootable device" or something like that.

Hi

You can google PNETLab, landing website will allow you for downloading VM along with lot of resources for images installation. Essentially, images can be "downloaded" or better, uploaded by yourself as you do in eve-ng. To follow eve-ng process, again, you can google it.

Nope, versions v20 and above seems not to need a license. They allow enable "ip services" feature just straightforward.
