Below is a working HA setup, as you can see the Serial Numbers are now different.

If a Serial Number has an _ or - character in it, it can be removed and the characters can be used consecutively to use the Serial Number, tested only with _.

Sorry unsure if I understand your request, these licenses don't work for any other version except 7.4.1..

These licenses only working in 7.4.1 version fortiate.

On an other hand, I would like if you can generate licenses for 7.6.x version fortigate

Edit: OK! its worked after i did as github page guide if you guys need vdoms follow just guide as i did from beginning,  thank you all.
