Hello I'm looking for the latest Cisco IOU images - specifically for a Layer 3 image that support EtherChannel.

Can someone share vios (L3) image version 15.9-3-M3 (The M3 is important part as M2 has some issues). THanks

You can practice ETHERCHANNEL with IOL " L2-ADVIPSERVICESK9-M-15.2-IRON-20170202.bin" image. But it will come with Ethernet interface.
