With this statement, do you mean that boolean "AND" should be used instead of "OR", even the instruction says that if "both r11 and r12 are declared unreachable from a preferred gateway". From my understanding, once both of the tracking are down that's only the time it will trigger the failover. Because if the answer is boolean "AND", then the instruction should say something that even one of the links are down that it will failover right away, but that's not the case here.
